Everything! Measure everything that is. Especially anything that has to do with establishing a baseline at or before implementation of the Network. Because of careful measurement and experience in designing several research studies focused on comparative effects (this vs. that) I have a body of work to reference that demonstrates the favorable impact of the Networks including mechanisms to calculate Return on Investment. In order to sustain a Network, this level of data is paramount especially if we plan to secure dollars from the community or via public and/or private grants.
If you can't measure it you can't manage it.
